In a food processor or blender, add garlic, rosemary, thyme, and salt and pulse until combined. Add the Cayenne Olive Oil and pulse to blend.
Rub the mixture on both sides of the lamb chops and let them marinate for at least 1 hour in the refrigerator. Remove chops about 10 minutes before cooking.
Heat a grill pan over medium to medium high heat. Add the lamb chops and sear for about 2 minutes each side. Continue cooking the chops for 5 minutes for a medium temperature, flipping them halfway through the 5 minutes. Serve immediately.
